In the aftermath of the fall of Saddam, who was accused of sectarian oppression against Iraq’s Shia and Kurdish groups, the Provisional Authority was preoccupied with creating an ethno-sectarian balance in the country. Before the invasion, the Kuwaiti military was believed to have numbered 16,000 men, arranged into three armored, one mechanized infantry and one under-strength artillery brigade. [63] The pre-war strength of the Kuwait Air Force was around 2,200 Kuwaiti personnel, with 80 fixed-wing aircraft and 40 helicopters. [63] In spite of Iraqi saber rattling, Kuwait did not mobilize its force; the army had been stood-down on 19 July, [64] and during the Iraqi invasion many Kuwaiti military personnel were on leave. In the North, Kurdish leaders took American statements that they would support an uprising to heart, and began fighting, hoping to trigger a coup d'état. However, when no US support came, Iraqi generals remained loyal to Saddam and brutally crushed the Kurdish uprising and the uprising in the south. [231] Millions of Kurds fled across the mountains to Turkey and Kurdish areas of Iran. On April 5, the Iraqi government announced "the complete crushing of acts of sedition, sabotage and rioting in all towns of Iraq." An estimated 25,000 to 100,000 Iraqis were killed in the uprisings. [232] [233] These events later resulted in no-fly zones being established in northern and southern Iraq. [ citation needed] The role of Iraq's Scud missiles featured prominently in the war. Scud is a tactical ballistic missile that the Soviet Union developed and deployed among the forward deployed Soviet Army divisions in East Germany. [ citation needed]In one noted incident, two USAF stealth planes bombed a bunker in Amiriyah, causing the deaths of 408 Iraqi civilians in the shelter. [254] Scenes of burned and mutilated bodies were subsequently broadcast, and controversy arose over the bunker's status, with some stating that it was a civilian shelter, while others contended that it was a center of Iraqi military operations, and that the civilians had been deliberately moved there to act as human shields. [ citation needed] T]he Iraqi people, who were not consulted about the invasion, have paid the price for their government's madness... Iraqis understood the legitimacy of a military action to drive their army from Kuwait, but they have had difficulty comprehending the Allied rationale for using air power to systematically destroy or cripple Iraqi infrastructure and industry: electric power stations (92 percent of installed capacity destroyed), refineries (80 percent of production capacity), petrochemical complexes, telecommunications centers (including 135 telephone networks), bridges (more than 100), roads, highways, railroads, hundreds of locomotives and boxcars full of goods, radio and television broadcasting stations, cement plants, and factories producing aluminum, textiles, electric cables, and medical supplies. On 15 September, Dominic Raab released his statement. In it he advocated for a foreign policy that would shed the United Kingdom's "utopian idealism in favour of a more rugged internationalism". He argued for a deal that would target reducing carbon dioxide emissions within the top 20 carbon-emitting countries, for Britain to refocus its priorities in foreign conflicts to reflect its "interests and capabilities", for the strengthening of relations with the Commonwealth, for the United Kingdom to pursue a more relaxed relationship with the United States, and for it to seek a two-speed European Union.
